Dear Friend,
As you are aware, the Government of the State of Kuwait have
announced an amnesty scheme, the benefits of which can be
availed during 20th November to 31st
December 2004. The
scheme allows individuals without valid visas/residences to
regularize their stay by paying fines.
The scheme also offers an opportunity to those who do not
have proper visas/residences to leave Kuwait without paying
fines/penalties. Persons
who avail this opportunity will have the advantage to return to
Kuwait on a proper visa subsequently. In
the overall interest of the welfare of Indian nationals in
Kuwait, who are without proper visas/residences, it is advisable
that they avail this opportunity to leave Kuwait and return to
Kuwait on a proper employment visa.
In this connection, you are requested to use your good
offices to give suitable advice to this category of workers.
It will be in their over-all interest if they persuade
their employers to let them avail this amnesty offer and request
the employers to subsequently arrange for their return on proper
visas.
Following procedures need to be followed for availing
amnesty benefits by different categories:

old passport/Civil I.D/Entry Visa to obtain clearance for
departure

Holders of Emergency Certificates (to be obtained from the
Embassy as per the procedure explained below) but with
copy of passport, Civil ID/Entry visa

May approach respective area Immigration Office with Emergency
Certificate and all other documents for departure
formalities
|
|
Holders of Emergency Certificate but without copy of passports,
Civil ID/Entry Visa
|
May approach respective area Immigration Office with Emergency
Certificate and whatever identity documents are available.
Area Immigration Office will provide them with
letters addressed to the General Department of Criminal
Evidence for checking of fingerprints/criminal record.
To return back to the area Immigration Office with
the results of the fingerprinting/criminal record report
to obtain exit clearance.

To obtain the Emergency
Certificate, the applicant may undertake following steps:
(a)
To appear
before the Embassy in person;
(b)
Application
form obtainable from Embassy may be filled in;
(c)
3 recent
photographs to be attached with application;
(d)
Produce (i)
Photocopy of Passport (ii) Civil I.D. (iii) Entry Visa
(iv) Electoral
Card or any other document to establish Indian nationality.
(e)
Verification
of nationality can also be facilitated by the presence of two
Indian passport holders who should be able to vouch for the
nationality of the applicant.
Air India and Indian
Airlines will, for the benefit of Indian nationals, open
counters at the Embassy premises to provide passages from Kuwait
to select destinations in India.
We suggest that your members encourage affected Indian
nationals to avail the benefits of amnesty so that they can have
tension-free future in Kuwait.
